Some of the flood victims have received just Rs 3,800 interim relief from the state government as the administration took more than a year to disburse the immediate aid.

Several flood victims told that they were still awaiting the second instalment of Rs 25,000 that had been earmarked for the partially damaged houses.
The first instalment of Rs 3,800 was distributed among flood victims whose houses were partially damaged in January.
A Bemina resident alleged that an intermediary had asked him for “advance commission” for the release of second instalment.
Srinagar was the worst affected district in the last year’s flood.
As per official figures, more than 20,000 houses were partially damaged in Srinagar while over 17,000 suffered severe damages. Nearly 5,700 houses were fully damaged.
The devastating deluge, which lasted through most of the September, affected 22 lakh people in nearly 300 residential locations, including villages and suburban neighbourhoods of south, central and north Kashmir.
The relief amount for flood victims has been divided into three categories — partially damaged, severely damaged and fully damaged.
The first instalment included Rs 75,000 for fully damaged houses, Rs 12,600 for severely damaged houses and Rs 3,800 for partially damaged houses.
The Srinagar district administration on Wednesday released a list of flood victims, in the partially damaged and severely damaged categories, which had been provided second instalment during October-November.
According to the list, over 26,000 flood affected families were provided second instalment, which included Rs 25,000 for partially damaged houses and Rs 50,000 for severely damaged houses.
The second instalment of relief is being provided under the Prime Minister’s Relief Fund.
The officials, meanwhile, cited lack of funds as a reason for delay in disbursal of relief.
The previous National Conference-Congress dispensation led by Omar Abdullah had in October last year submitted Rs 44,000-crore proposal to the Central government for rehabilitation of flood affected people.
