Govt to present vision document prepared by IIT-Roorkee before committee
The J&K Government has informed the High Court that a ‘vision document’ about the preservation of Dal Lake is being prepared by IIT-Roorkee, which will be put before the high-level Scientific Advisory Committee for consideration.
Taking note of the vision document, the court has directed the Monitoring Committee and the Scientific Advisory Committee to evolve an action plan as to how the restoration of Dal Lake should be taken in a scientific manner.
These directions have been issued by a division bench of the High Court, which is hearing a public interest litigation about conservation and preservation of the Dal Lake against the encroachments and the pollution.
“The vice-chairman of the implementing authority, Lakes and Waterways Development Authority, and Amicus Curie ZA Shah referred to the vision document which has been prepared by the Civil Engineering Department, Water Resources Development and Management Department of the IIT-Roorkee,” the court noted down in its orders made available today, adding that the vision document relates to several aspects of the Dal Lake conservation.
Both Lakes and Waterways Development Authority and the Amicus further told the High Court that the vision document will be considered by the Scientific Advisory Committee and thereafter by the Monitoring Committee shortly and a decision will be taken as to how to proceed further in the matter.
“We are of the view that that the Monitoring Committee in consultation with the Scientific Advisory Committee should evolve an action plan as to how the restoration of Dal Lake should be taken in a systematic manner,” the bench said in its directions, adding that “the issues that need to be addressed should be prioritised so that serious issues or danger x zones can be given precedence”.
“The Monitoring Committee may consider and segregate the work to different implementing groups for taking up the task as per the priority list. We leave it to the Monitoring Committee to devise a proper method as to how the issue will be addressed based on priority,” the bench further said in its orders, adding that the intention was to ensure restoration and preservation of Dal Lake in a systematic manner and in a defined time frame.
