Twelve militants have shunned the path of violence during 2015-2017, but no one has come forward for rehabilitation under the Rehabilitation Policy, 2004. Besides, 4,073 FIRs have been registered against 14,315 stone throwers during this period.
This was said by the minister in charge, Home, in a written reply to a clubbed question raised by Qaiser Jamsheed Lone, NC MLC, and Ghulam Nabi Monga and Ali Mohammad Dar, Congress MLCs, in the Legislative Council today regarding government’s “surrender policy” for militants and FIRs registered/withdrawn against stone throwers since January 2015.
Highlighting the key features of the surrender policy, the minister in charge said the state government wide an order dated June 16,1997, notified a “surrender policy”, which was superseded by an order dated January 31, 2004, by the revised Rehabilitation Policy.
“The incentives offered under the policy include fixed deposit of Rs 1.5 lakh, payment of monetary incentive for surrendered weapons and Rs 2,000 per month as stipend for three years from the date of surrender,” the minister in charge said.
He further said 4,073 FIRs were registered against 14,315 stone pelters in the last three years and 892 cases were withdrawn under the amnesty scheme of the government.
Out of the 892 cases withdrawn against stone throwers in three years, 697 were withdrawn in 2016.
