20 % industrial estate land reserved for locals: Govt
The state government Wednesday said it will continue to provide land on lease for 90 years to the entrepreneurs under the 2016 Industrial Policy even as it had earlier stated that the policy is being reexamined in view of the apprehensions about the inclusion of non-state subjects.
Replying to the cut motions moved by opposition members including National Conference’s Ali Mohammad Sagar and Javed Rana, Industries Minister, Chandra Prakash Ganga said the government has made it clear that the land would be provided to the unit holders in compliance of Land Grant Act and that it won’t violate the special status accorded to the under Article 370.
About Education Minister and government spokesman Naeem Akhtar’s assurance on the issue, Ganga said: “We discussed the issue after Naeem Sahab had said that the policy will be revisited. After this we continued with the policy.”
The policy was approved during Governor N N Vohra’s rule but its implementation evoked widespread criticism from political parties including separatists and mainstream parties.
However, government today said that the industrial policy has been issued vide government order no 58-IND of 2016 dated 15 March 2016, informing the legislative assembly that under it land bank will be created under the private-public partnership mode.
Ganga said 20 percent of the land in the industrial estates has been reserved for local people. He added that 20,000 kanals of land will be created in the state and in next two years 50 percent land would have been developed.
The Minister said under the policy government has taken many measures to ensure that the business is done in the state without hassles.
Besides many fiscal incentives, he said the prospective entrepreneurs are provided the provisional registration through online mode. He said the government is promoting self certification in line with the policy announced by Prime Minister, Narendra Modi.
Ganga said powers have been delegated to the officers of the District Industries Centre (DIC) to issue clearances, which has ensured that only less number of cases reach the civil secretariat.
In reply to the cut motion of NC MLA Mubarak Gul, Ganga said under the new industrial policy General Managers at district level have been given the powers to clear cases in respect of units involving investment in plant and machinery upto Rs 5 crore.
About the allotment of land, he said the allotments in which the land has not been used will be cancelled.
