Jammu’s Road Safety Crisis: Hundreds Die, Black Spots Persist and the Same Questions Return

Jammu is not short of road-safety campaigns, traffic challans or government committees. The harder question is whether the system is fixing the conditions that repeatedly turn mistakes on the road into deaths.
Every serious road crash in Jammu tends to produce the same sequence.
There is shock. Then anger.
Officials visit the site. Traffic police step up checking. Authorities announce a special drive. Politicians demand action. Families grieve. For a few days, road safety becomes a public priority.
Then attention moves elsewhere.
The traffic returns. The dangerous junction remains. The sharp curve remains. The missing pedestrian protection remains. The overloaded vehicle returns to the road. And another family eventually receives the phone call nobody wants.
The statistics make it difficult to dismiss this as an impression created by dramatic headlines.
In 2025, Jammu district recorded 949 road accidents, leaving 215 people dead and 1,205 injured, according to figures presented by the Jammu district administration during National Road Safety Month in February 2026.
That translates to roughly 2.6 reported crashes and 0.59 deaths every day in the district.
And Jammu is only one part of the wider Union Territory.
J&K’s official Road Safety Policy notes that the Union Territory recorded 6,092 road accidents and 805 deaths in 2022, followed by 6,298 accidents and 893 deaths in 2023. It also identifies Jammu, Udhampur, Samba and Kathua as accounting for around 40% of all accidents.
The message is hard to miss:
Jammu’s road-safety problem is not a shortage of warnings. It is a failure to consistently convert warnings, data and identified hazards into prevention.
The numbers tell a more complicated story than “bad roads”
There is a temptation to divide the road-safety debate into two camps.
One says drivers are responsible.
The other says roads are responsible.
Neither explanation is sufficient.
A driver travelling too fast on a perfectly engineered road can cause a fatal crash.
But the consequences become far worse when that road has a poorly designed curve, inadequate delineation, an unprotected drop, insufficient lighting or an improperly terminated crash barrier.
Road safety engineering is therefore based on a simple principle:
People make mistakes. Roads should be designed so that those mistakes do not automatically become fatal.
That is particularly relevant to Jammu and Kashmir, where mountainous terrain, sharp gradients, rockfall, weather disruptions and heavy commercial traffic create additional risks.
The government’s own Road Safety Policy recognises the problem as requiring an integrated and holistic approach, rather than relying on one intervention.
Jammu district recorded 215 deaths in 2025
The latest district-level figure provides perhaps the clearest snapshot of the problem.
The Jammu district administration said 949 accidents occurred during 2025, causing 215 deaths and 1,205 injuries.
The scale is substantial.
Even if one excludes the understandable uncertainty that surrounds accident reporting and classification, 215 deaths in one district in one year is not an ordinary traffic-management problem.
It is a public-health issue.
It is also an economic issue.
Every fatal crash potentially removes a wage earner, damages a household’s financial stability and leaves long-term consequences for dependants. Serious injuries can produce medical expenses, lost income and permanent disability.
The government’s own relief programme acknowledges this human cost.
During 2025, Jammu administration said ₹78.50 lakh had been disbursed under the Road Accident Victim Fund, while another ₹97 lakh was sanctioned in 107 cases, including 59 death cases and 48 injury cases.
Financial assistance cannot compensate a family for losing someone.
But the figures demonstrate that road crashes have consequences long after the police vehicle leaves the scene.
J&K’s road death problem is spread across more than Jammu city
The wider Traffic Police data reinforces the point.
J&K Traffic Police’s official 2023 accident compilation recorded 6,298 accidents across the Union Territory, including 730 fatal crashes, resulting in 893 deaths and 8,469 injuries.
The district distribution is revealing.
Jammu district alone recorded:
- 1,179 total accidents
- 150 fatal accidents
- 171 deaths
- 1,405 injuries
in 2023.
Kathua recorded 487 accidents and 83 deaths, while Udhampur recorded 470 accidents and 45 deaths. Samba recorded 335 accidents and 49 deaths.
These figures explain why the government’s Road Safety Policy singled out Jammu, Udhampur, Samba and Kathua as a major concentration of crashes.
The problem is therefore not simply “Jammu city traffic.”
It stretches across the major transport corridors connecting the Jammu plains with the mountain districts and the Kashmir Valley.
The Jammu–Srinagar highway remains a special road-safety challenge
The NH-44 Jammu–Srinagar corridor carries enormous strategic and economic importance.
It is the principal surface connection between Jammu and the Kashmir Valley, carrying passenger vehicles, buses, trucks, fuel tankers and other commercial traffic.
But the same geography that makes the highway indispensable makes it difficult to engineer.
Mountain slopes.
Rockfall zones.
Narrow sections.
Sharp curves.
Long gradients.
Weather-related disruptions.
Heavy vehicles.
Tourist traffic.
And rapidly changing road conditions.
Government authorities have repeatedly reviewed vulnerable locations on the highway.
In February 2026, senior officials from Traffic Police, NHAI and the Transport Department met specifically to discuss safety measures, black spots, traffic management, operational control centres and the proposed use of Intelligent Transport Management Systems.
That is significant because it demonstrates that authorities are not unaware of the problem.
The issue is increasingly one of implementation and measurable outcomes.
Black spots are not a mystery — they are a warning system
Perhaps the strongest evidence against the argument that authorities simply do not know where accidents occur is the government’s black-spot programme.
MoRTH defines black spots around locations where crashes involving fatalities and grievous injuries occur at a sufficiently high frequency.
The Union government’s black-spot database currently lists 36 black spots for Jammu & Kashmir.
But another 2026 parliamentary response reported 224 accident-prone black spots across J&K and Ladakh on National Highways, with short-term rectification reported at 170 locations and long-term corrective measures at 62.
These figures appear different because they are not necessarily measuring the same universe — the current MoRTH database’s J&K state count and the parliamentary answer covering J&K plus Ladakh use different classifications/timeframes. They should therefore not be merged into one figure.
That distinction is important for credible reporting.
But the broader point survives:
Hundreds of dangerous locations have been identified on the highway network serving the region.
The government knows where many of the risks are.
The question becomes:
How quickly are they being permanently fixed?
The engineering problem is real — and sometimes surprisingly specific
A road does not become safe simply because a crash barrier has been installed.
In fact, poorly designed safety infrastructure can itself become dangerous.
An expert committee examining the Mughal Road and Batote–Doda–Kishtwar corridor identified problems including inadequate curve delineation, discontinuous centre-line markings, improperly treated crash-barrier ends and insufficient safety measures around vulnerable locations.
The committee warned that unprotected crash-barrier ends could create serious risks for vehicles hitting them at speed. It also recommended measures including road studs, proper lane and edge markings, object-hazard markers, paved shoulders and improved drainage.
This is an important lesson.
Road safety is engineering, not decoration.
A fresh coat of paint does not necessarily make a hazardous curve safe.
A metal barrier without proper end treatment is not necessarily a safety solution.
A speed-limit sign hidden behind vegetation is not effective enforcement.
And a road widened without addressing pedestrian movement can simply create a wider road on which vehicles travel faster.
The government has acknowledged the problem
In March 2025, J&K notified its Road Safety Policy 2025, setting an ambitious target of reducing road accidents and fatalities by 50% by 2030.
The policy is significant because it goes beyond conventional awareness campaigns.
It calls for stronger institutional arrangements, greater coordination among departments and a preventive strategy.
It also provides for a State Road Safety Council, headed by the minister in charge of transport, and a lead agency under the Additional Transport Commissioner.
In March 2026, the government went further and formally constituted a committee to monitor implementation of the Road Safety Policy.
Its terms of reference include:
- monitoring policy implementation;
- recommending engineering and road-safety measures;
- identifying black spots and hotspots;
- preparing action plans for their rectification;
- reviewing Intelligent Traffic Management Systems;
- and strengthening emergency response.
On paper, this is the architecture of a serious road-safety programme.
The challenge is no longer the absence of policy.
It is execution, accountability and measurement.
Enforcement is not absent — but deterrence is the real question

The available data suggests a more nuanced picture.
J&K Traffic Police issued 14,92,591 e-challans in 2025, compared with 15,03,901 in 2024 and 12,36,380 in 2023, according to figures presented during a high-level road-safety review.
In 2025 alone, authorities reportedly:
- seized 1,528 vehicles;
- suspended 1,641 driving licences;
- blacklisted 10,439 vehicles;
- cancelled 1,192 registration certificates;
- revoked 300 route permits;
- and seized 15,947 vehicles for Motor Vehicles Act violations.
That is not an enforcement vacuum.
It is substantial enforcement activity.
So the more useful question is:
Are enforcement resources being concentrated on the behaviours most strongly associated with fatal crashes?
A large number of challans can demonstrate activity.
It does not automatically demonstrate deterrence.
If the same driver repeatedly overspeeds, drives on the wrong side or operates an unsafe commercial vehicle, a road-safety system needs to identify that repeat behaviour and intervene more aggressively.
This is why the 2026 government review called for the use of traffic data and targeted enforcement against habitual violators.
Cameras could change the equation — if they are used intelligently
Technology is increasingly becoming part of J&K’s road-safety strategy.
Officials have discussed Intelligent Traffic Management Systems, surveillance cameras, intelligent traffic lights and speed-management systems for Jammu and Srinagar.
But cameras should not become another box to tick.
A camera is useful when it produces:
- reliable detection;
- an enforceable violation;
- timely penalties;
- identification of repeat offenders;

The strongest model would combine automated speed enforcement with targeted physical policing at high-risk locations.
Commercial vehicles deserve particular scrutiny
Heavy vehicles and public transport require special attention because mistakes involving large or overloaded vehicles can have devastating consequences.
Overloading changes braking distance, vehicle stability and tyre performance.
Driver fatigue can be equally dangerous.
On long-distance routes such as Jammu–Srinagar, commercial drivers can spend long periods navigating difficult terrain under pressure to maintain schedules.
This is why the road-safety system cannot focus exclusively on private car drivers.
It must examine:
- driving hours;
- vehicle fitness;
- overloading;
- tyre condition;
- brakes;
- route permits;
- driver licensing;
- passenger capacity;
- and employer pressure.
J&K’s enforcement statistics show that authorities are already targeting route permits and vehicle documentation.
The next step is to determine whether those interventions are reducing serious crashes.
Road safety must begin before the accident
One of the most persistent weaknesses in public discussion is that action often starts after someone dies.
A crash occurs.
A black spot is identified.
A barrier is installed.
A warning sign appears.
That is reactive road safety.
A mature road-safety system works differently.
It identifies dangerous curves before they kill someone.
It examines near-misses.
It maps pedestrian movement.
It checks speeding patterns.
It audits intersections.
It analyses crash severity rather than merely counting crashes.
And it asks whether road design is encouraging unsafe behaviour.
The government’s 2026 committee has explicitly been asked to identify hotspots and recommend engineering interventions.
The opportunity now is to turn that mandate into a genuinely data-driven programme.
Pedestrians and two-wheelers cannot remain an afterthought
The road-safety debate often focuses on highways because crashes there are dramatic.
But urban Jammu presents another challenge.
Pedestrians, cyclists, two-wheeler riders, schoolchildren, elderly people and people with disabilities are exposed differently from occupants of cars.
A vehicle travelling at high speed may be inconvenient.
For a pedestrian, it can be lethal.
The J&K Road Safety Policy itself recognises the importance of protecting non-motorised road users and envisages a Non-Motorised Transport Policy.
That means road planning should not stop at vehicle movement.
Footpaths, crossings, lighting, refuge islands, junction design, speed calming and safe access to schools and markets are all road-safety infrastructure.
A city can move traffic quickly and still be unsafe.
Why awareness campaigns alone cannot solve the problem
Jammu’s authorities have not ignored awareness.
During National Road Safety Month in January 2026, the RTO conducted awareness camps, driver-orientation programmes and medical check-ups involving public-transport drivers, school buses, ambulances, sleeper buses, auto-rickshaws, e-rickshaws and other road users.
These programmes have value.
But awareness has a limitation.
A driver may know that speeding is dangerous and still speed.
A passenger may know that seat belts save lives and still sit unbelted.
A pedestrian may know a road crossing is dangerous and still cross because there is no usable pedestrian facility.
Knowledge is not the same as behaviour.
Behaviour is shaped by enforcement, road design, convenience and perceived risk of punishment.
That is why awareness should support — not substitute for — engineering and enforcement.
The 50% target by 2030 will be the real test
J&K has now made a measurable promise.
Cut road accidents and fatalities by 50% by 2030.
That gives the administration an opportunity to move the debate from slogans to metrics.
By 2030, people should be able to ask:
- How many fatal crashes occurred in 2026?
- How many in 2027?
- Which black spots were permanently rectified?
- How many repeat offenders lost licences?
- How many speed cameras became operational?
- How many dangerous curves were redesigned?
- How many pedestrian deaths occurred around schools and markets?
- How quickly did emergency services reach crash victims?
- Which interventions actually reduced deaths?
Without such annual public reporting, the 50% target risks becoming another well-intentioned policy promise.
With transparent reporting, it could become a genuine accountability mechanism.
Jammu does not need another cycle of outrage
There is an uncomfortable truth behind the road-safety debate.
Jammu does not lack road-safety meetings.
It does not lack awareness campaigns.
It does not lack challans.
It does not lack identified black spots.
It does not lack policy documents.
It does not lack committees.
What it needs is continuity.
A dangerous location should not remain dangerous simply because the news cycle has moved on.
A repeat traffic offender should not return to the road after paying one more fine.
A road-safety audit should not become a report that sits in an office.
A crash barrier should not be installed without proper design and maintenance.
And a road should not be declared improved simply because its surface looks new.
The road ahead: from reactive policing to a safe-system approach
The most useful shift for Jammu would be from asking:
“Who caused this accident?”
to asking:
“Why did this road system allow one mistake to become a death?”
That does not remove driver responsibility.
Speeding, drunk driving, dangerous overtaking, mobile-phone use, overloading and other violations must be punished.
But responsibility should exist at multiple levels.
The driver is responsible for driving safely.
The transport operator is responsible for maintaining vehicles and complying with regulations.
The enforcement agency is responsible for detecting violations.
The road agency is responsible for safe design and maintenance.
The traffic planner is responsible for managing movement.
The emergency system is responsible for rapid medical response.
And the government is responsible for ensuring that these pieces work together.
That is what a safe-system approach looks like.
Jammu’s road-safety story is ultimately a governance story
The most revealing fact may not be that Jammu recorded 215 deaths in 2025.
It is that the authorities already know the broad reasons for the problem.
They know where many dangerous locations are.
They know speeding and unsafe driving are serious risks.
They know infrastructure deficiencies can amplify crashes.
They know enforcement has to target repeat offenders.
They know technology can improve monitoring.
They have created a Road Safety Policy.
They have created an implementation committee.
They have committed to a 50% reduction by 2030.
The missing ingredient is not another diagnosis.
It is consistent execution.
For families who lose loved ones on Jammu’s roads, the difference between a government announcement and a properly engineered curve is the difference between policy and life.
That is why the next road-safety campaign should not be judged by how many banners are installed, how many challans are issued or how many meetings are held.
It should be judged by something much simpler:
How many people came home safely?
