Gowhar’s killing was planned, targeted: Karra

Putting a strong demand for the removal of CRPF camp from HMT, Member Parliament and senior People’s Democratic Party leader Tariq Hameed Kara Tuesday said that Zainakot youth Gowhar Dar’s “killing was planed and targeted one.”
Gowhar’s killing was planned, targeted - KarraAfter visiting the bereaved family in HMT and listening to the statements of eyewitnesses, family members, Karra said as per eyewitnesses whose statements have not been recorded so far, a CRPF officer without uniform had laid a trap for Gowhar and ha shot him dead.
“After visiting the family of Gowhar, I am hocked to know that despite ten days of incident no one has come to record the statements. It shows the failure and lack of accountability of administration. I am putting a strong demand to remove the unnecessary CRPF camp from the area,” Karra told .
He said he visited the spot and the entire locality came to meet him and explained how Gowhar was killed.
“According to eyewitnesses, a CRPF officer without donning uniform came in a CRPF vehicle with his colleagues who were in uniform and parked their armoured vehicle half a meter away from the incident spot and Gowhar was riding his scooty when the man in his civvies fired bullet into Gowhar head,” Karra added.
While narrating the statements of Gowhar’s family and neighbors, Karra said as soon as Gowhar collapsed, the CRPF tried to drag his body to take him along. However, due to resistance shown by women present on spot, CRPF men had left him there and fled.
“Locals also told me that at the camp was a major reason for stone pelting as the y (CRPF personnel) on regular basis misbehave with people and throw used liquor bottles inside their houses after getting drunk. The local also demand removal of camp at earliest,” he added.
The State Government must make all the government forces accountable to put a halt over the increasing incidents of human rights violations and it is bizarre and highly shameful that no one has so far visited to record the statements,” Kara further added.
He alleged that District Administration Srinagar has been forcing the witnesses and family of Gowhar Nazir to record their statements in the office.
“This is not only shocking but it is irony that District Magistrate Srinagar Office instead of visiting the spot and seeking reaction from the people  has been repeatedly impressing upon the family and witnesses to visit the office located in Srinagar,” he said.
“ADC Srinagar is ordering victim’s family to present themselves before him. Even today he had called up the father of the slain youth and has asked him to report in the office. This is all ridiculous that inquiry officer is waiting for them and is not bothered to visit them,” Kara added.
When contacted Additional Deputy commissioner Nazir Ahmed Baba, he said he had issued a notice for all those who have any information regarding the incident to come and get the statements recorded.
Responding to a query weather the notice a also for family members or not, ADC said the notice was for all including Gowhar ‘ s family.
“I have earlier issued a notice to call upon people, eyewitnesses, family to come forward for recoding information and statements but so far no one has come up. I have extended the date till 20th and I will also visit on Thursday to the spot,” Baba said.
He refused the allegation that he was forcing the family to show up for recording statement.
“I did not force anyone to come and record statement, if they want to come they can come it is all up to them and I am not forcing anyone,” he added.
