Selection of examiners, evaluators to be done by Govt

govt-takes-over-control-of-bose-over-examination-issueThe Jammu and Kashmir government has taken over the control of Board of School Education (BOSE) and curtailed its authoritative powers for selection of examiners and evaluators for secondary and higher secondary examinations.
Officials said the teachers deputed for exam duties and evaluation of question papers will be designated by the government and the list will be prepared by the concerned Chief Education Officers (CEOs) in their respective district.

“It was for the first time that CEOs were asked to submit centre wise panel of teachers with their proper designation to BOSE for their deputation to exam centers,” an official said.
Orders in this regard, officials said were passed by the Directorate of School Education Kashmir (DSEK)
“Earlier DSEK would submit a panel of teachers to BOSE who were later deputed to different exam centres by them (BOSE) but this year government took over the powers of BOSE and recommended centre wise teachers itself,” officials said.

Officials said the duty orders will be issued by the BOSE but there won’t be any change in the panel of teachers recommend by the school education department. “BOSE will have no role in assigning exam centres to teachers.”
Officials said the decision for selection of teachers’ panel by DSEK was taken in order to “expedite” the formalities for holding exams in November.
“Earlier it used to be a time consuming process for BOSE to sort out the teachers to be deputed for exam duty. But now they will receive a centre wise list of teachers who will be assigned the job by government itself,” officials said.
For exams, teachers are assigned different jobs- Superintendent, Deputy Superintendent, Assistant Superintendent and other supervisory staff for each exam centre.
The officials said there was uncertainty over holding exams in mid November as BOSE is yet to finalize the pattern of relaxation in syllabus and distribution of admit cards to schools.
“The centre notice of BOSE has not been made public yet. The authorities are yet to take a final call for holding exams in November which delayed the announcement for pattern of relaxation provided to the students in exams,” the officials said.
