Three Key Bills Passed by J&K Assembly Receive Lieutenant Governor’s Assent

Legislative Milestone Marks Progress in Governance and Financial Reforms

Jammu, 07 April 2025:  A Significant Legislative Development

The Jammu and Kashmir Legislative Assembly has achieved a major milestone with the Lieutenant Governor Manoj Sinha granting assent to three key bills passed during the budget session. Secretary of the Legislative Assembly, Manoj Kumar Pandit, informed the House on Monday that the bills were approved on March 25, 2025, marking a significant step in the region’s governance and financial reforms.

The Bills in Focus

The three bills that received gubernatorial assent are:

  1. The Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2025 (L.A. Bill No. 1 of 2025): This bill aligns the Union Territory’s GST Act with recent amendments made to the Central Goods and Services Tax Act, 2017. The changes aim to streamline tax regulations and enhance compliance mechanisms, ensuring better financial governance in the region.
  2. The Jammu and Kashmir Appropriation Bill, 2025 (L.A. Bill No. 2 of 2025): This bill authorizes the withdrawal of funds from the Union Territory’s Consolidated Fund for the financial year 2024-25, enabling the government to meet its expenses and implement developmental projects.
  3. The Jammu and Kashmir Appropriation Bill, 2025 (L.A. Bill No. 3 of 2025): Similar to the second bill, this legislation facilitates the allocation of funds for the financial year 2025-26, ensuring continuity in governance and public services.

Legislative Process and Approval

The bills were introduced by Chief Minister Omar Abdullah, who also holds the Finance portfolio, during the budget session. Following their presentation, the bills were passed by voice vote in the Assembly, reflecting broad consensus among legislators. The Lieutenant Governor’s assent marks the final step in the legislative process, allowing the bills to be enacted into law.

Assembly Secretary Manoj Kumar Pandit emphasized the importance of these bills in strengthening the region’s financial and administrative framework. “These legislative measures are crucial for ensuring effective governance and addressing the needs of the people of Jammu and Kashmir,” Pandit stated.

Political and Public Reactions

The passage of these bills has been met with mixed reactions from political leaders and the public. While the ruling National Conference (NC) has hailed the bills as a testament to their commitment to governance and development, opposition parties have criticized the government for prioritizing financial legislation over pressing social issues.

PDP leader Mehbooba Mufti expressed disappointment over the Assembly’s focus on financial bills, arguing that more attention should be given to contentious issues like the Waqf (Amendment) Act. “The government must address the concerns of the people, not just pass bills that serve administrative purposes,” Mufti remarked.

Implications for Governance

The approval of these bills is expected to have far-reaching implications for Jammu and Kashmir’s governance and financial stability. The GST amendment aligns the region’s tax framework with national standards, promoting uniformity and efficiency. Meanwhile, the appropriation bills ensure that the government has the necessary resources to implement its policies and programs.

Chief Minister Omar Abdullah described the bills as a roadmap for economic growth and a reflection of the people’s aspirations. “These legislative measures are a step toward building a prosperous and self-reliant Jammu and Kashmir,” Abdullah stated during the budget session.

Looking Ahead

As Jammu and Kashmir continues to navigate its unique political and administrative challenges, the passage of these bills represents a positive step toward stability and progress. The focus on financial reforms and governance underscores the region’s commitment to addressing the needs of its people and fostering development.
