State Administrative Council transfers 13 IAS, eight KAS officersThe State Administrative Council (SAC), which met here today under the chairmanship of Governor NN Vohra, approved the transfers and postings of 13 IAS and eight KAS officers.
According to an order issued by the General Administration Department here, Arun Kumar, Vice-Chairman and Director General, Institute of Management and Public Administration, will hold charge of the post of the Chairman, J&K Special Tribunal.
Pramod Kumar Jain, Chairman, J&K Special Tribunal, was posted as the Financial Commissioner, Revenue. Sandeep Kumar Nayak, Principal Secretary, Relief and Rehabilitation Department, was posted as the Principal Secretary, Tourism Department, relieving Farooq Ahmed Shah, Managing Director, J&K Tourism Development Corporation, of the additional charge.
Vinod Kaul, Commissioner Secretary, ARI, Trainings and Stationery and Office Supplies, was posted as the Commissioner Secretary, Animal/Sheep Husbandry and Science and Technology Departments. Mohammad Afzal Bhat, Secretary, Revenue Department, will hold additional charge of the post of the Administrative Secretary, Relief and Rehabilitation Department.
Anal Gupta, Managing Director, J&K Handlooms Development Corporation, was posted as the Secretary, ARI, Trainings and Stationery and Office supplies Departments. Baseer Ahmed Khan, Commissioner, Commercial Taxes, was posted as the Secretary, Cooperatives Department.
RK Bhagat, Secretary, Industries and Commerce Department, was posted as the Secretary, Transport Department. Hilal Ahmed Parray, Secretary, Cooperative Department, was posted as the Commissioner, Commercial Taxes, J&K. Kifayat Hussain Rizvi was posted as the Managing Director, State Power Development Corporation.
Basharat Saleem was posted as the Member, J&K Special Tribunal (at Jammu). Salma Hamid was posted as the Member, J&K Special Tribunal (at Srinagar).
Manesha Devi Sharma was posted as the Director, Command Area Development, Jammu. The charge of the Director, Stationery and Office Supplies, has been assigned to Rohit Khajuria, Executive Director, Mubarak Mandi Heritage Society, Jammu, till further orders.
Showkat A Zargar, Commissioner, Srinagar Municipal Corporation, was posted as the Managing Director, J&K Handloom Development Corporation. Showkat Ahmad Beigh, Director, Rural Sanitation, J&K, was posted as the Director, Agriculture, Kashmir.
Zubair Ahmad, Member, Services Selection Board, was posted as the Director, Consumer Affairs and Public Distribution (CAPD), Kashmir. Hashmat Ali Khan was posted as the Special Secretary, Hospitality and Protocol. MM Rehman Ghasi, Additional District Development Commissioner, Kupwara, was posted as the Director, Rural Sanitation.
Bashir Ahmed Khan was posted as the Commissioner, Srinagar Municipal Corporation. RK Bhat, Director, Panchayats, will hold the additional charge of the post of the Chief Executive Officer, Integrated Watershed Management Programme.
Abdul Rashid War, Director, CAPD, Kashmir, was posted as the Additional Commissioner, Kashmir. KK Sharma, awaiting orders of adjustment, was posted as the Director, Floriculture, Jammu.
Amendment to Panchayati Raj Act
Jammu: To pave the way for the timely conduct of elections to the panchayats in the state, the State Administrative Council on Thursday approved the amendment to the Panchayati Raj Act-1989 to the extent that the ensuing elections are held under the superintendence, direction and control of Chief Electoral Officer, J&K. The five-year term of the panchayats will expire in July 2016.
New office of Commissioner for Persons with Disabilities
Jammu: The State Administrative Council on Thursday approved the proposal for creation of the office of Commissioner for Persons with Disabilities along with support staff. The Commissioner for Persons with Disabilities will be an independent institution. He will coordinate with various government departments for leveraging the programmes and schemes for the benefit of the persons with disabilities, monitor the utilisation of funds and take steps to safeguard the rights of persons with disabilities.
