The state Cabinet, which met here today under the chairmanship of Chief Minister Mufti Mohammad Sayeed, discussed the Rs 80,068-crore reconstruction plan announced by Prime Minister Narendra Modi during his November 7 visit to J&K.
The plan covers sectors like humanitarian relief, crisis management, social infrastructure, development projects and economic infrastructure. It lays thrust on employment and income generation and providing relief and rehabilitation to the victims of last year’s flood. The plan also emphasises strengthening of disaster management framework.
The Cabinet decided that a mechanism will be worked out to monitor and implement the reconstruction plan effectively, said an official spokesperson.
Budget allocation
The Cabinet decided that the Department of Law, Justice and Parliamentary Affairs shall, as per the provisions of the state Constitution, process the matter regarding advancement of Budget Session of the legislature.
The Cabinet approved budget allocation for the 50 per cent of the amount under each head, including the capital expenditure. The amount would be released by the end of February or first week of March to enable the line departments to make adequate preparation in advance and commence expenditure from April 1.
Mid-term review
The Cabinet also said the District Development Board meetings would be held, not later than last week of March, to finalise developmental plan of each district.
It was decided that the mid-term budget review would be presented in the summer session to be held around mid August every year. The Law Department would take a call on the extension of the session by 10 days to allow discussions and voting on mid-year/revised budget, the spokesperson said.
The Cabinet also decided that the economic survey for the last financial year would be presented in the summer session of the legislature.
Panel on food security
The Cabinet also gave nod to the constitution of a Cabinet Sub-committee to examine the implementation of the National Food Security Act 2013 in J&K, he said.
The sub-committee comprising Deputy Chief Minister as convenor and Minister for CA&PD and Minister for Finance as members shall submit its recommendations by November 25.
The Cabinet also constituted a sub-committee to examine the rehabilitation and resettlement plan for the Project Affected Families of the 330 MW Kishanganga Hydro Electric Project in Bandipora.
Vyas, Jain promoted
The Cabinet on Thursday approved the promotion of Pramod Jain to the fixed scale of IAS (Rs 80,000) from the date he returns to the cadre and promotion of BB Vyas to the fixed scale of IAS (Rs 80,000) from January 1, 2016. The Cabinet also accorded sanction to the temporary upgrade of 17 posts of Deputy Superintendents as Superintendents of Police.
