SPs will head district level SITs to probe Civilian Killings during 2016 Unrest

The government on Wednesday revealed the Deputy and Additional Superintendent of Police will head the district level Special Investigation Teams (SIT) for carrying out the “time bound” investigation in civilian killings during 2016 uprising.
This was revealed in a written reply by the Chief Minister Mehbooba Mufti to a query raised by MLA Muhammad Shafi during the question hour session in the Legislative Assembly.
Shafi had sought whether any inquiry was ordered by government to probe the excessive use of force during the 2016 uprising in Kashmir.
In its written reply, CM Mehbooba said the Range Deputy Inspector General (DIG) vide order number 93 of 2017 have been directed to constitute district level investigation teams headed by the concerned Deputy SP headquarters for carrying out the “time bound” investigation of all cases where “deaths of civilian and Police personnel are involved”.
“The DIG South Kashmir range vide order 92 of 2017 has been directed to constitute SIT headed by an Additional SP for carrying out time bound investigation on case FIR number 156/2016 registered in Police station Pampore,” CM in her written reply informed the House.
The written reply reads that the DIG central Kashmir range vide order number 94 of 2017 has been directed to constitute SIT headed by SP (south) Srinagar for carrying out time bound investigation in case FIR number 57/2016 registered in Police station Karan Nagar.
“As per reports 76 people civilians and two police personnel have lost their lives during the recent law and order disturbances,” the reply reads.
The government however evaded direct reply to a query regarding the number of people killed and injured by pellets. “The government is collecting data regarding the persons killed and injured specifically by pellets,” the CM in a written reply said.
However in a separate query raised by MLA Main Altaf, the government ruled out any information about the number of persons injured in the 2016 uprising in Kashmir.
“Details of injured people were being compiled in consultation with the Health Department and will be provided separately,” reads the reply.
About the number of number of FIRs lodged, the government in a written reply stated that 65 FIRs were lodged in Ganderbal district against 481 people during the recent “law and order disturbances”. “The cases are under investigation.”
The government however gave a clean chit to the security forces and said “no damage to houses, vehicles and properties has been caused by the security forces during the recent law and order situation.”
